In June 2010, Concert secured its first public-private partnership project to design, build, finance and maintain the new 663,000 square feet Forensic Services and Coroner’s Complex (FSCC) located at the Downsview Complex in Toronto, Ontario.  The Facility is an advanced medico-legal facility.

The project is being delivered using an alternative financing and procurement model with annual payments from the Ontario Ministry of Community Safety and Correctional Services over a 30-year term. The payments cover the design, construction, project financing and building maintenance for 30-years upon construction completion.  The project has a contract value of $497.0 million. 

In 2015, this project received a gold award for “Best Designed Project” at the P3 Awards, hosted by industry publication P3 Bulletin, that recognize outstanding achievements in public-private partnerships across the Americas. The project was also recognized with an “Award of Merit” in the 2014 American Institute of Architects Justice Facility Review which documents best practices in planning and design for justice architecture.

In June 2016, Concert acquired Carillion plc's 50% interest in the FSCC project and now wholly owns the project company.  As part of the acquisition, Concert has assumed sole responsibility for the management of the project with Carillion Canada remaining the day-to-day facilities management service provider.
